Eligibility for the Intense Program for International Students
Application Qualifications
Applicants must meet the requirements stipulated in the "Regulations for International Students Undertaking Studies in Taiwan"

Applicants must hold foreign nationality and have never held Republic of China (ROC) nationality. Those who meet the following criteria are eligible to apply for admission under these regulations:

Applicants must not have previously studied in Taiwan as overseas Chinese students.

Applicants must not have been assigned to study in Taiwan through the Overseas Chinese Student Return to Taiwan for Education and Counseling Regulations by the Overseas Joint Admission Committee in the year of application.

Applicants must hold foreign nationality, meet the following criteria, and have continuously resided abroad for at least 6 years (calculated as of February 1, 2025).

Applicants who also hold Republic of China (ROC) nationality at the time of application must have never had household registration in Taiwan.

Applicants who previously held Republic of China (ROC) nationality but no longer do at the time of application must have had their ROC nationality revoked by the Ministry of the Interior and should have been without ROC nationality for at least 8 years prior to the application (calculated as of February 1, 2025).

Applicants who meet the criteria of the previous two points must not have previously studied in Taiwan as overseas Chinese students, nor have been assigned to study in Taiwan through the Overseas Joint Admission Committee in the year of application. Foreign nationals selected to study in Taiwan under educational cooperation agreements with foreign governments, institutions, or schools, who have never had household registration in Taiwan, may, upon approval by the Ministry of Education, be exempt from the limitations of the previous two requirements.

Applicants who hold foreign nationality, possess permanent residency in Hong Kong or Macau, and have never had household registration in Taiwan, may apply for admission if they have continuously resided in Hong Kong, Macau, or overseas for at least 6 years (calculated as of February 1, 2025).

Applicants who were previously citizens of mainland China, hold foreign nationality, and have never had household registration in Taiwan, may apply for admission under these regulations if they have continuously resided abroad for at least 6 years (calculated as of February 1, 2025).
※ The term "overseas" as mentioned above refers to countries or regions outside of mainland China, Hong Kong, and Macau. The term "continuous residence" refers to the condition where international students have not stayed in their home country for more than 120 days per year.

In addition to following the regulations of the "Regulations Regarding International Students Undertaking Studies in Taiwan," foreign students applying for admission must meet the following requirements :

Students holding qualifications from mainland China must follow the "Regulations Governing the Recognition of Qualifications from Mainland China" in accordance with Taiwanese law.

Students holding qualifications from Hong Kong or Macau must follow the "Regulations Governing the Submission and Recognition of Qualifications from Hong Kong and Macau" in accordance with Taiwanese law.

Applicants applying for admission with equivalent academic qualifications must meet the recognition standards specified by Taiwan's Ministry of Education, as outlined in the "Standards for Recognition of Equivalent Academic Qualifications for University Admission."

International students must meet the graduation requirements recognized by the Ministry of Education, holding a high school diploma for bachelor's program applicants, a university degree for master's program applicants, or a master's degree for doctoral program applicants. Alternatively, they must have qualifications equivalent to Taiwan's educational system. (Ministry of Education Foreign University Reference List Query System)

Graduates from foreign or Hong Kong/Macau schools whose final year is equivalent to the second year of senior high school in Taiwan, and who apply for university admission as equivalent academic qualifications for the first year, must meet the required graduation credits and also complete an additional minimum of twelve credits.
